100 MW WIND AUCTION

Following the successful completion of Kosovo’s first-ever 100 megawatt (MW) competitive solar auction, the Ministry of Economy will undertake the country’s first competitive wind
project auction for a total capacity of 100 MW. This auction will lead to the award of a Support Contract with a guaranteed price for 100 MW generated from wind energy. This wind auction marks a significant step forward toward increasing the share of renewable energy in Kosovo’s energy mix, promoting sustainability, and reducing reliance on non-renewable energy sources.

 

The auction will be conducted in two phases.

  • Request for Qualification (RFQ): The RFQ will be announced in
    December 2024 and will be open for at least 60 calendar days.
    During this phase, interested parties will need to demonstrate
    their qualifications to participate in the bidding process.
  • Request for Proposal (RFP): The RFP will be open for at least 60
    calendar days for qualified bidders to submit detailed proposals
    for wind energy projects.

This approach will ensure an open, fair, and transparent process.

 

  • The successful bidder will be awarded a Power Purchase
    Agreement (PPA).
  • This agreement guarantees a price for each megawatt-hour
    (MWh) of electricity produced by their wind farm.
  • The guaranteed price will be the lowest price accepted during the bidding process.
  • The duration of the PPA will be specified in the bidding
    documentation and will be for a period of at least 15 years.
  • Bidders must provide proof of their experience in constructing
    wind energy projects of comparable capacity.
  • Bidders must demonstrate their ability to carry out the
    investment within the specified deadline. This includes providing evidence of project development, construction, and operation of similar plants.
This approach will ensure an open, fair, and transparent process. The successful bidder for the wind project will be the one that offers the lowest guaranteed price for the purchase of electricity produced in accordance with the relevant sub-legal acts and bidding criteria.
