The Government of Kosovo recently undertook significant reforms in the power sector aimed at liberalizing and developing the electricity market. Through the National Energy Strategy 2022-2031 and the Renewable Energy Sources Law, Kosovo is prioritizing and facilitating investment in a wide variety of renewable energy initiatives.
Moreover, the country is a full member of the Energy Community Treaty of South-East Europe (European Union) and is committed to implement the ambitious renewable energy and decarbonization targets of the Acquis Communautaire on Energy, Competition, Renewables and Environment.
Kosovo’s current share of wind and solar in the overall energy mix remains low but enormous opportunities exist for renewable energy capacity generation investment and expansion.
As part of its new Law on Renewable Energy Sources, Kosovo will be introducing a broader support scheme for RES development based on auctions. The first 100MW solar auctions is scheduled for 2022 under the Ministry of Economy. A broader scheme, which incorporates lessons learned from the 2022 auction, will be announced in 2023 and beyond under the new RES law. The goal of Government of Kosovo is to achieve a 35% share of renewable energy generation by 2031 and carbon neutrality by 2050. Auctions are expected to initially target two main RES technologies: solar and wind.
