SOLAR AUCTIONS

By choosing to strategically hold auctions, the Government of Kosovo is seeking competitive renewable energy price setting, lower costs, expanding access to affordable and
sustainable energy and increasing the transparency of energy procurement. An auction provides a competitive process for policymakers to procure electricity generated by renewable energy.

Conducted through an open and transparent process, the Kosovo solar auction will offer investors a number of critical advantages, including guaranteed price assurance, streamlined administrative procedures with government agencies, and no land acquisition costs.

Solar Auction Timeline

The Auction process is underway:

  • May 12 – Contract Notice released; and the auction announced by USAID Administrator, Samantha Power; Kosovo Prime Minister, Albin Kurti; and Minister of Economy, Artane Rizvanolli.
  • May 16 – Tender Dossier made available
  • May 25 – Pre-Bidding Conference held in Pristina
  • May 26 – First site visit organized
  • June 1 – Project Agreements made available
  • June 26 – Second site visit organized
  • July 3 – First set of responses to questions published
  • January 31, 2024 – The extended deadline for bids
  • January 31, 2024 – Successful bidding close
    Six bids received with more to potentially follow by mail before 3 February
  • February 3, 2024 – The names of the bidders will be announced
  • March 29, 2024 – Electronic auction held
  • March 29, 2024 – The winner of the first 100 MW solar auction is the Orllati consortium from the diaspora, with international and local partners

Pre-Bidding Conference

On May 12, the Ministry of Economy, in collaboration with USAID, hosted a successful Pre-Bidding Conference for the 100 MW solar auction in Kosovo, which brought together over 200 participants and was livestreamed for a global audience.

The Conference was opened by Prime Minister, Albin Kurti, Minister of Economy, Artane Rizvanolli, and U.S. Ambassador, Jeffrey Hovenier, demonstrating the importance of the project and the ongoing strength of the Kosovo-U.S. partnership.

Minister Rizvanolli and the Minister of Environment, Spatial Planning, and Infrastructure, Liburn Aliu, alongside ERO Chairman, Ymer Fejzullahu, KOSTT CEO, Evetar Zeqiri, and Rahovec Deputy Mayor, Fatmir Iska, explained what they and their institutions are doing to support the auction process.

The Kosovo Public Procurement Regulatory Commission demonstrated how the e-auction will work and how it will ensure transparency and fairness. Representatives from EBRD, IFC, and the EU discussed their work in Kosovo, emphasized the potential positive impact of the auction, and expressed their readiness to support potential investors.

KRAMOVIK SOLAR LANDSCAPE SURVEY

A detailed landscape survey of the Kramovik site using drone technology was undertaken in late 2022 with support from the United States Agency for International Development (USAID). The survey captured up-to-date aerial images and created digital surface models.

The sun modelling and sun exposure analysis revealed a well-positioned location for a largescale solar plant with an assumed potential of 117 megawatts peak. Survey data and digital topography are available in the Virtual Data Room.
