The legal and regulatory framework of the energy sector in the Republic of Kosovo is shaped by Kosovo’s membership in the Energy Community and its aspiration to be integrated into the European Union. Kosovo became a contracting party to the treaty establishing the Energy Community at its founding in July 2006. Through accession to the treaty, the contracting parties and the precursor to the EU, the European Communities, created the Energy Community. The purpose of the Energy Community continues to be the establishment of an integrated energy market between the European Union and the contracting parties of the EnC, comprised primarily of the EU’s neighboring countries.
